Trouble with Subscr Modification Buttons (SOLVED)

Hi, I have a PRO scription to s2members, I have a web page with two levels of paid subscription, the first level costs $ 7 per month and the second level costs $ 12 per month, when someone tries to upgrade from subscription 1 to 2 , at the time of payment in paypal the following message appears “The amount can only be increased by 20%”
This is a big problem for me, how can I fix this?

The reason is that paypal restricts this by legal issues
