I just setup the plugin but the subscribers page is empty and shows no registration form, I am trying to create a free membership site only that just require them to register before viewing the content so i did not setup any paypal options. Could that be the problem?
No. Have you set a Membership Options Page?

I get that the form isn’t showing. But you can put that form anywhere. I was asking simply about whether you had created an MOP.
My guess is that there’s a conflict on your site with either your theme or a plugin. The most likely plugin candidates are security or caching plugins. If switching them off doesn’t resolve the problem, try using a default theme. If still no go, you’ll have to turn off all the other plugins and see if it works then. If it does, re-activate them one by one and test to identify the culprit.

So, I deactivated all plugins and it didnt work, I changed the theme as well and it still didnt work. Here is a screenshot of the setup I have.
Also when i go the Registration/Profile Fields tab it shows me a link to preview the login page and it works fine from that url but not from the page that i setup to be the mop

No. Just copy the free form shortcode and paste it onto the page. Then save the page.

Then you have just the free version of s2Member. You said “forms” before, so I assumed you had the Pro version, which enables the use of forms.
The free version only allows you to customize the default WP registration page at http://www.startelo.com/wp-login.php?action=register
ok so how will i redirect the traffic to that page? i dont need the MOP?
You ALWAYS need the MOP. s2Member won’t work without it. You will need to add something there to say that those wishing to subscribe can do so here, and then hyperlink to the registration page.
If you were charging for a subscription, you could add a PayPal button to the MOP, but there’s no such thing as a free button.
