I can not seem to find where I can view active user subscriptions, their most recent payments, etc. If I downgrade a user’s member level in their WP user profile, then will they automatically stop being billed? (We use the Authorize.net API for billing.) It just seems unclear to me.

The subscription is managed from the payment gateway, not s2Member. The gateway updates s2Member about payments or cancellation.
If you change the level from his WP profile, that doesn’t affect the subscription with the gateway.

The subscription levels you may see in “Users” WP admin pages, also other membership info too. Also this plugin may be good for you.
