Register on site fully open - how to close it

I have the “Open Registration” turned OFF, but if I go to the register that is built into wp, it is there, and so I created a test fake account and it worked.

Why did it not block the register page?

I turned it on, then off again, but it still did not block it.

The General Settings for WP says that S2Member is controlling it, but in there, it is for sure set to OFF, do not allow open registrations…

So how do I fix it?

I am logged in as superuser, does that make a difference?

It must, because I just went in an incongnito window and loaded it and it said disabled.

So does my being logged in, stop the block?
