Using latest version of S2Member (thank you for update) I had a payment failed by stripe as was classed as high risk (never seen it before) but the subscription was still created and now user has access to my site.

Oh? Did the user get upgraded on your Wordpress’s User List or did Stripe start your subscription, but without the plugin upgrading them?
Because a user can have a subscription on Stripe that’s not yet activated, and that should mean the user doesn’t have access to the level they subscribed to until the payment goes through.
Out of interest, it appears that both stripe has created a subscription and the user has upgraded access to the site
