Payflow Pro Setup - User authentication Failed: Recurring Billing

I’ve managed to fully set up a PayPal Manager account and have used those login credentials as my API keys.
I’ve followed the instructions here: https://www.paypal-knowledge.com/infocenter/index?page=content&id=FAQ1223&actp=LIST

My credentials are set up as follows:
Payflow API Username: Manager account username
Payflow API Password: Manager account password
Payflow API Partner: PayPalCA
Payflow API Vendor: Manager account username

I’m getting this error when I try to register:

I have fully updated to the latest version of S2 and S2 Pro (v170221) as I thought that would fix it, but it didn’t.

It was my fault, I never enabled the Recurring Billing.
