How can I send emails from my website to my customers when there recurring payment is declined. Can we set an email template for recurring declined payments. The payment gateway I am using is Authorize.Net

Needs custom code. You need to create a payment notification with corresponding server-side code, so you can check for declined payment. Your code must recognize it, and to send need mail.
