We don’t intend to charge for access but would need to restrict page to only registered members; is this possible.

Yes, it is possible. You don’t need PayPal or any other payment processor.

Just follow the instructions in the WordPress back-end under s2Member. It’s all fully explained there.

Just a hint, you’ll find the Free Registration Buttons here WP Dashboard → s2Member → PayPal Buttons. Then restrict your Posts/Pages to Level 0.
