I have a secure page which is only accessible by level 1 and higher members.
How can I secure files uploaded to the page?
For example, if you know the document URL, you don’t have to be logged in to download it.

There are actually two ways to secure such files, and I’m not sure which you mean. One requires access to the page, which you seemed to want originally, and the other doesn’t.

Yes I have had a look. The client isn’t going to have the knowledge to be
able to do this, so it’s not really a suitable solution
Upload restricted files to this security-enabled directory:
/wp-content/plugins/s2member-files
Now, you can link to any protected file, using this special format:
http://mytestingserver5.info/?s2member_file_download=example-file.zip
s2member_file_download = file, relative to the /s2member-files/
directory. In other words, just the file name.
Or, use: [s2File download=“example-file.zip” /] (easier Shortcode if you
prefer)
Well, there is another way, but it currently lacks polish. You could try the s2member Secure File Uploader plugin. While it hasn’t been updated for a while, it still works and you could no doubt customize it too.
