On my latest install of S2 Pro, the “enter credit card information” is showing. We only use Paypal, yet using accept paypal still asks users to input all details.
I have turned back to default theme and removed all other plugins - no change.

It sounds like a JavaScript problem.
It often is caused by a plugin/theme conflict, but you seem to have tested for that already.
Check the browser’s Web Console, maybe it gives you a clue. Maybe something is preventing s2’s JS from loading.
