Guests don't see theme, logged in users see theme normally

when going to the site without being logged in I don’t see the backgrounds, sliders, and general layout issues. If I log in those issues resolve. How can I get the normal theme to show for visitors?

Try to flush all your caches. Or maybe you can check with another browser.
