Free membership for all levels with admin approval

Hi I am using the pro version paypal pro forms- free forms builder.
In the description text it says that the form will override your Open Registration configuration. I need to be able to approve membership in the admin panel for all levels. How can I do this?

Anyone who signs up using that form will become a member at level 0 (i.e. a subscriber). If you protect your content at level 1 and above, then such users won’t be able to access any protected content unless and until you promote them to a higher level.
