Custom Capability not working for 1 user

I have a weird issue which seems to be a local one. When a user logs in they cannot see any menus controlled by a custom capability, they are the only user having the issue and I can login to their account and everything works fine.

I would appreciate any ideas, They have tried another PC at their location and are getting the same issue.

Only idea I have is clearing the browser cache, and perhaps all the other caches on the site itself.

It’s possible (though super unlikely) that if both PCs had accessed the site earlier, there could be some browser caching at work.

Other things to ask are what browser they are using, and to try a different browser.

Hopefully you’ve already figured this out, but thought I would share these thoughts just in case.
