Country that doesn’t allow automatic payments?

Making progress, but each time I try to register in a test I get this message from paypal, I am testing from Germany. When we had the old s2 member… way back it seemed to work from any country.
Is there a setting that needs to be turned on in S2Member or is this a Paypal Setting?
