I found other posts on this issue but none of them fixed my problem. Basically the Pro Forms needs this run and on my installation it cannot load and shows a 404 error. The file exists in the correct location and permissions are 644 for the file and 755 for the folders which according to other posts seems to be fine. I have replaced the file and also reinstalled the whole S2 framework and Pro upgrade.

Check if file have need “owner”, that allows the WEB server to read it. If not - ask hosting to fix it, that is on server’s level. Alternatively, set permission “0777” for any file and folder, again hosting can do, but this is dangerous…
@djellis73 See Mod Security (Odd 403, 503, 500 Errors). There’s probably something on the server-side that is blocking access to that file (e.g., ModSecurity).
